The statement arrived on Sunday and said almost nothing. President Hakainde Hichilema "has terminated, with immediate effect", the appointment of Charity Munganga as Deputy Inspector General of Police in charge of Administration, State House announced, in a notice signed by Chief Communications Specialist Clayson Hamasaka. The decision was taken "pursuant to Article 270 of the Constitution of Zambia"; the President thanked Ms Munganga for her service and wished her well. That is all the public has been told.
What makes the brevity conspicuous is the timing. As Zambian Eye first set out, only a day earlier Ms Munganga was in Northern Province on a nationwide tour on operational efficiency and discipline, telling officers about professionalism, integrity, accountability and respect for human rights — and warning that abuse of power or deviation from the police code of conduct would not be tolerated. On Saturday she was the public face of police discipline; on Sunday she was out of the command. She had held the post since November 2025, elevated from Central Province police commissioner.
Article 270 is the Constitution's workhorse of removal: unless the Constitution says otherwise, the power to appoint includes the power to confirm, to discipline and to remove. It explains how a president may act; it does not explain why. The same provision was cited when Mr Hichilema terminated ministerial and permanent-secretary appointments in February 2025, and when Deputy Inspector General Milner Muyambango (Operations) was removed in January 2025. The vacancy Ms Munganga leaves is one of the Service's two deputy inspector general positions, on the administration side.
The rumours moved faster than the facts. Opposition-aligned social media pages claimed on Sunday evening that Inspector General Graphel Musamba had also been fired and that former Copperbelt commissioner Mwala Yuyi had been suspended. News Diggers, whose police-command sources confirmed Ms Munganga's removal, reported that those sources knew of no such development regarding either man. As of this morning, no replacement and no further command changes have been announced — and the Service remains under the same public scrutiny that has followed it since the election: over political policing, public order, and accountability. Whether this is a single decision or the first of several is the question the police headquarters now holds.
