The clean-up now has a ledger. Police spokesperson Godfrey Chilabi told a Monday briefing that 41 buses were impounded during Saturday's joint Zambia Police–Lusaka City Council operation for loading passengers from undesignated places — particularly along Cha Cha Cha Road and Freedom Way — with 16 drivers scheduled to appear in court. Two people were also arrested for disorderly conduct and will face the courts.

The enforcement net is widening in both directions. Phase Two of Operation Clear Path, which this newspaper detailed yesterday, targets the central business district's remaining informal economy: Katondo Street's phone and car displays, wheelbarrow traders outside designated markets, and buses working from unauthorised ranks, with the Road Transport and Safety Agency in the column. Mayor Chitambala Mwewa added the new edge on Monday: commuters themselves. Passengers who persist in boarding at undesignated points on Cha Cha Cha and Freedom Way, he said, will equally face the law — a shift from moving supply to policing demand.

The public-health case underneath the sweep has not changed. The cholera outbreak declared on 30 September stood at 304 suspected cases — 62 laboratory-confirmed — and 11 deaths across seven districts as of the last ministry count, with Lusaka District the most affected at 130 infections. The council's argument remains that blocked drains, street waste and dense informal trading are how a waterborne bacterium colonises a city centre at the start of the rains; the mayor has framed the operation as order, not punishment.

The unresolved equation also stands. The Zambia Institute of Architects' count — 250,000 to 350,000 informal traders against roughly 11,000 designated market stands — means every impounded bus and cleared pavement still has to be matched by somewhere lawful to go. Saturday produced the operation's first numbers. The more important set, how many traders and drivers have been absorbed into designated spaces, has yet to be published.
