Parliament has approved President Hakainde Hichilema's reorganisation of government ministries. The Zambian Observer reported on Tuesday 27 October that the House had given the President "green light" for 30 ministries after a motion moved by Vice-President Mutale Nalumango, and News Diggers reported on Wednesday morning that the House adopted the motion after debate. The motion, moved under Article 92(2)(d) of the Constitution, sought approval for the establishment, merger and dissolution of government ministries and departments as proposed by the President. Neither report says whether the House divided or how many members voted each way.

The vote came a day after the request was made public. As Lusaka Brief reported on Tuesday, State House announced on Monday 26 October that the President had written to Parliament seeking the realignment, which it said would put the machinery of government behind the Grow Zambia Agenda. The Times of Zambia reported on Tuesday morning that the business order paper showed the Vice-President was expected to move the motion that day, and the Zambian Observer had reported on Monday evening that it was set for the 14:30 sitting.

What the structure looks like

Open Zambia published the appendix to the President's request on Tuesday. It lists 30 ministries: Trade and Exports; Industry; Small and Medium Enterprise Development; Agriculture; Fisheries and Livestock; Electricity; Petroleum; Transport and Logistics; Infrastructure and Urban Development; Housing; Lands; Defence; Home Affairs; Foreign Affairs; Finance and National Planning; Mines; Tourism; Water; Green Economy; Health; Information; Education; Skills and Higher Education; Technology and Science; Local Government; Justice; Labour; Community Development; Youth and Sports; and Culture and Arts.

The Zambian Observer's account of the documents, published on Monday, describes the main changes: the Ministry of Energy split into Electricity and Petroleum; Commerce, Trade and Industry divided so that Trade and Exports stands apart from Industry; Infrastructure, Housing and Urban Development reorganised into Infrastructure and Urban Development with a separate Ministry of Housing; Lands and Natural Resources becoming Lands; a new Ministry of Skills and Higher Education alongside Education; and Youth, Sport and Arts divided into Youth and Sports and a new Culture and Arts ministry. News Diggers names Energy, Infrastructure, Housing and Urban Development, Commerce, Trade and Industry, Lands and Natural Resources, and Youth, Sport and Arts among the ministries proposed for dissolution or realignment.

The outlets do not agree on the baseline. The Zambian Observer describes the change as an increase from 24 ministries to 30, a rise of six; News Diggers describes the motion as raising the number from 25 to 30. The Zambian Observer also noted on Monday that the documents before Parliament do not indicate what the additional ministries will cost to staff and run.

Mutati and Syakalima return

News Diggers reports that the President has nominated Felix Mutati, the former Minister of Technology and Science, and Douglas Syakalima, the former Minister of Education, and that the Speaker, Nelly Mutti, swore them in. The report does not say which portfolios, if any, they will hold, and no appointment to a ministry had been announced in any report read for this edition. Only four ministers have been appointed since the August election, as the Zambian Observer's analysis of the realignment notes and as Lusaka Brief has reported.

The Times of Zambia set out what the President did on taking office in 2021: he established the ministries of Green Economy and Environment, Small and Medium Enterprise Development, and Technology and Science; renamed seven others, including Finance to Finance and National Planning and Transport and Communications to Transport and Logistics; merged General Education and Higher Education into a single Ministry of Education; and moved Arts from Tourism to Youth and Sport. Several of those 2021 decisions are reversed by Tuesday's structure, which separates higher education and arts into ministries of their own.

The budget question

The vote lands in budget week. News Diggers reported on Friday 24 October that the Vice-President's business statement set the presentation of the 2027 national budget by the Minister of Finance and National Planning, Situmbeko Musokotwane, for Friday 30 October, after which the Speaker would suspend House business for ten working days of sector analysis, with business resuming on 24 November. On Tuesday, Citizens First asked the President to postpone the presentation until a full Cabinet is in place, its spokesperson Stanley Mhango arguing, in a statement carried by the Zambian Observer, that ministers appointed days before the budget would be asked to defend a document they had no part in preparing. No report read for this edition confirmed whether the Friday date still stands.

Confirmed vs. alleged

Confirmed: Parliament approved the motion on the establishment, merger and dissolution of ministries on Tuesday 27 October (Zambian Observer; News Diggers). The appendix lists 30 ministries (Open Zambia). News Diggers reports that Felix Mutati and Douglas Syakalima were nominated and sworn in by the Speaker. The business statement of 24 October set the budget for Friday 30 October (News Diggers).

Alleged or unverified: The number of ministries before the change: 24 (Zambian Observer) or 25 (News Diggers). The vote count, if there was a division. Which portfolios Mutati and Syakalima will hold. The cost of the new ministries, which the published documents do not state. Whether the budget presentation has been moved from Friday 30 October: one outlet reported a new date on Tuesday, but that report could not be read for this edition and no other outlet carried it.
