The question of who speaks for the opposition benches of the 14th National Assembly was settled from the chair on Tuesday 20 October. Speaker Nelly Mutti informed the House that she had received communication from the National Reconciliation Party for Unity and Prosperity’s secretary general, Nonde Mubanga, confirming the election of party president Ezra Tembo as Leader of the Opposition, News Diggers and the Zambian Observer reported. She also announced Milenge MP Gystave Chonde as Party Whip and Nyimba North MP Paul Lungu as Deputy Whip.

The announcement ends a dispute that had run since late September. According to the NRPUP’s own account, carried by the Zambian Observer on 28 September, 34 of the party’s MPs meeting at Palmwood Lodge on 3 September chose Mr Tembo for the post, on a motion by Luanshya MP Golden Mulenga seconded by Mr Lungu and Chembe MP Chomba Kasongo, and a nomination letter went to the National Assembly. On 27 September a second meeting of NRPUP parliamentarians at a Lusaka lodge was reported to have elected Shiwang’andu MP Stephen Kampyongo instead, citing Article 74(2) of the Constitution, which gives the opposition party with the most seats the right to choose the Leader of the Opposition. The party said the September decision could not be overturned unilaterally by another meeting; Mr Kampyongo had indicated that fellow MPs had elected him, News Diggers reported.
What the ruling does and does not settle
The Speaker’s statement rested on the communication from the party’s secretary general, not on a judgement about which caucus was better attended. The Zambian Observer reports that Mr Tembo has insisted all of the party’s lawmakers owe their loyalty to the party leadership — it puts the number at 59 — and describes managing divisions within his own ranks as his first task. Mr Kampyongo’s response to Tuesday’s announcement had not been reported by the outlets reviewed for this edition.
The post carries practical weight: the Leader of the Opposition directs the largest opposition bloc’s legislative strategy and its responses to government business, and the Whip and Deputy Whip organise its votes. Both News Diggers and the Zambian Observer note that the opposition benches had been divided for several weeks between the party leadership and the group that met on 27 September. Whether the second group accepts the Speaker’s ruling, and whether the NRPUP takes any disciplinary step against those who attended the rival meeting, are the questions that follow.
